On a quiet Friday morning, Nermeen Rashad was driving on Kasr El-Aini when, noticing that her two-year-old son was choking in the back seat, she quickly pulled over to the curb. A traffic officer in his early thirties approached the car but, instead of helping, shouted at Rashad for parking illegally.
According to the nation’s new traffic laws, Rashad’s license could have been suspended for a minimum 30 days. As she was informed of the penalty, Rashad panicked, apologized to the officer repeatedly and promised not to repeat the violation. The situation was not resolved until she had placed LE 100 in the officer’s hand, she claims

تثير حقيبة الإسعاف التي نص عليها قانون المرور الجديد جدلا كبيرا بين المواطنين وقائدي المركبات, حتي الأطباء!! وبينما تمتلئ الأسواق بحقائب غير مطابقة للمواصفات, وفي وقت يحذر فيه الأطباء من خطورة علاج مصابي حوادث الطرق من غير متخصصين.. ترتفع الأصوات المطالبة بإضافة ثمن حقيبة الإسعاف إلي الترخيص, واستخدام الحصيلة في تطوير مرافق الإسعاف.
تقول السيدة( م.ج): لدي سيارة استخدمها في تنقلاتي, وعندما طرح موضوع حقيبة الإسعاف, وضرورة وجودها في السيارة كنت في منطقة وسط البلد, ووجدت بائعا يلتف حوله عدد كبير من الناس لشراء الحقيبة التي يبيعها, وانتهزت الفرصة وقمت بشراء واحدة وفوجئت بعدها بتصريحات للمسئولين بأن هذه الحقائب غير صالحة وغير مطابقة للمواصفات!
والحقيقة أن موضوع الحقيبة بالذات يثير جدلا وحيرة لدي كل مواطن لديه سيارة, فعندما يقع حادث من يستطيع استخدام محتويات الحقيبة؟ وهل الأمر وقتها يسمح بقراءة الدليل الموجود, وأيضا في ظل سلوكيات الناس في هذه الظروف ألن تتلوث محتويات الحقيبة من أيدي الناس؟.. تساؤلات عديدة مطروحة وألغاز حول الإصرار علي وجود تلك الحقيبة المزعومة في السيارة وهناك شكوك في أن المسألة وراءها منفعة ما, لكن النقطة الأهم في الموضوع أن الدولة تتخلي عن مسئولياتها تجاه المواطن عند وقوع حادث مروري, فبدلا من الحديث عن دور الإنقاذ والإسعاف وتطويره تطلب من المواطن أن يرتدي رداء الطبيب, ويتعامل مع الحادث الطارئ بل يمكن القول إن الطبيب نفسه قد لا يستطيع أن يفعل شيئا في الحادث ويكون الحل هو الإسراع بتوصيل المصاب لأقرب مستشفي.
ويقول أيمن محمود( صاحب سيارة): حقيبة الإسعاف غير ذات أهمية في السيارة, وهذا ليس رأيي وحدي بل رأي الكثير من أصحاب السيارات من زملائي وأقاربي وجيراني وأري أنه بدلا من فرضها علينا وهي تمثل عبئا نقترح إضافة ثمنها عند ترخيص السيارة أو تجديد الترخيص وتوجيه الحصيلة لإنشاء نقاط إسعاف علي الطرق وتطوير النقاط الموجودة بالفعل التي ليس لها وجود فعلي عند وقوع حوادث إذ أنها مجرد ديكور, فحقيبة الإسعاف لن تشفي أي مصاب في حادث, نحن لسنا أطباء, والحقيبة سوف تحتاج لتغيير كل فترة بحجة انتهاء الصلاحية والتعقيم وغيره, ولذلك أقول: ارحمونا من هذا الجدل العقيم حول الحقيبة, والأهم أن يتحمل المسئولون دورهم في التعامل مع الحوادث مثلما يحدث في كل دول العالم.
